Universitywide Committees

The Academic Advising Council is responsible for, but not limited to: • Acting as an advisory group on issues, policies, and procedures related to advising across the campus, • Developing resources and workshops to promote better advising across campus; and • Coordinating and implementing the Outstanding Faculty Advisor Award.

The function of this committee is to implement and coordinate the Workplace Violence Prevention Program, which includes the following: 1. Implement, monitor, and assess all campuswide efforts to address issues of workplace violence; 2. Develop, implement, coordinate, and modify University policies and procedures related to workplace violence; 3. Coordinate, monitor, and assess University responses to actual incidents of workplace violence on campus; 4. Keep records of violent events and responses; 5. Issue specific guidelines to address situations involving potential or actual workplace violence; 6. Form an Incident Response Team in accordance with Article V of the Workplace Violence Prevention Program Policy; 7. Recommend further interventions or training; 8. Serve as a communication conduit with committee members’ constituents; and 9. Provide an annual report of program, incidents, and activities to the Vice President for Administration and Finance. The committee is appointed by the President and reports to the Vice President for Administration and Finance.

The Athletics Governing Board serves as an advisory body to the President, who has ultimate responsibility and final authority for the conduct of the intercollegiate athletics program. The Board will function as an oversight committee for athletics establishing policy and setting direction for such issues as the addition or elimination of sports, academic standards, gender equality and financial integrity. Specifically, responsibilities of the Board shall include: 1. Reviewing and making recommendations on the budget for athletics, giving special attention to the fact that athletics receives funding from the State and other sources. 2. Developing general policies for athletics to ensure the financial and academic integrity of the program. 3. Reviewing and making recommendations on proposals aimed at raising funds or seeking other support for athletics. 4. Ensuring that the athletics program provides equity of opportunity for women and men. 5. a. Each quarter, the Athletics Governing Board shall review the academic progress of student-athletes as a total and by sport. Any concerns expressed by the Athletics Governing Board shall be submitted to the Faculty Athletics Representative and the Athletics Director. b. Annually, the Athletics Governing Board shall be given a presentation on the academic advising, monitoring and mentoring given to student-athletes by the Athletics Department. This presentation will be given to the Athletics Governing Board on or before the next to last meeting of the academic year. The Athletics Governing Board will respond with a written report submitted to the Athletics Director at the end of each academic year. This report may contain concerns, recommendations, compliments or comments as appropriate, and it will be approved by the Athletics Governing Board at the last meeting of the academic year.

The Cal Poly Plan is an initiative, which was originally approved during the 1995-96 Academic Year, and that is funded by a campus-wide academic fee. This financial model is intended to help Cal Poly meet future demand for public higher education in a time of dramatic enrollment growth, rising public expectations for quality and efficiency, and limited public resources. The Plan supports new ways of educating and supporting students, including creative approaches to teaching and learning, curriculum design and scheduling, and the application of information technology to instruction. These efforts require multi-year investments in human resources as well as in equipment. Cal Poly's campus academic fee is designed to support these improvements.

Functions To assist in evaluating the effectiveness of Campus Dining operations and to make recommendations on policy and major procedures for Campus Dining operations. Membership 1. Campus Dining Director (Chair) 2. One representative nominated by the Chief, Medical Staff 3. One representative nominated by the Vice President, Administration and Finance 4. One faculty representative nominated by the Chair, Academic Senate 5. One staff member appointed by the President 6. Two student members nominated by the ASI President; to provide continuity, each year one student member will be appointed for a two-year term 7. Three campus resident students, nominated by the President of the Interhall Council (annual appointment). One of the three shall be a resident of the Cerro Vista housing complex. The committee is appointed by the President and reports to the Corporation Board of Directors through the Corporation Executive Director. Functions On May 15, 1996, the Board of Trustees approved a fee policy for The California State University, as described in Executive Order No. 661, with an effective date of August 23, 1996. The Board of Trustees’ fee policy delegates to the chancellor “authority to establish new campus mandatory, user, and penalty fees.” The policy further “delegates to the campus president the authority to adjust campus mandatory, user, and penalty fees” but “requires that appropriate and meaningful consultation occur before adjusting campus fees or requesting the chancellor to establish a new fee.” To help ensure appropriate consultation, the Board of Trustees’ fee policy requires that the president “establish a fee advisory committee comprised of student, faculty, staff and administrative representatives,” with a voting majority of the committee to be students. The committee’s primary role is to provide advice to the president regarding proposals to adjust, eliminate or consolidate existing fees or establish new fees, all such advice to be consistent with existing statutes and provisions of bond indentures. The committee’s role at Cal Poly includes, but is not limited to, the following: 1. Advice to the President about development and implementation of campus consultation procedures regarding proposals to adjust, eliminate, consolidate or establish mandatory campus fees. 2. Advice to the President regarding proposals to adjust, eliminate, consolidate or establish campus mandatory, user or penalty fees. 3. Advice to the President regarding development and implementation of “local financial aid grant, work-study, and waiver programs” required under the Board of Trustees’ fee policy to meet the “additional student need resulting from increases in campus mandatory fees or new campus mandatory fees.” Structure and Membership Voting Committee Members: • President, Associated Students, Inc., or designee (co-chair) • Vice President, Administration and Finance, or designee (co-chair) • Three student representatives, appointed by Associated Students, Inc. • Chair, Academic Senate, or designee • One staff representative (non MPP) nominated by the director, Human Resources • One administrative representative, appointed by the President Nonvoting, Ex officio Committee Members (no term limits): • Vice President, Student Affairs, or designee, • Provost and Vice President for Academic Affairs, or designee Terms Two of the four student representatives are to be appointed to staggered two-year terms to provide for continuity in student representation. Other committee members are to be appointed to one-year terms. Staff Administrative staff will be called upon to support the committee as needed. Each state university and college was required by resolution of the Trustees on May 12, 1961, to establish a committee whose basic membership and functions were prescribed by the Trustee action. The committee's primary function is to assist the President in the coordination, development, and control of a long-range plan for the physical development of the campus, within a framework of policy established by the Trustees of The California State University.

The primary function of this committee is to provide advice on policy matters to render the campus a safer place. The committee members will review and select nominees for the Governor's Employee Safety Awards. Functionally specific subcommittees may be established at the discretion of the chair to deal with specific specialized safety issues to provide input to the Campus Safety and Risk Management Committee. The committee is appointed by the President and reports to the Vice President for Administration and Finance.

This committee has been formed to review the Campus Administrative Manual and make recommendation on revisions to the manual. 2 Academic Senate representatives.

The Commencement Committee recommends procedures relating to Cal Poly's commencement activities and accomplishes various functions for commencement, including: field arrangements, line-up of candidates, faculty, processional, program preparation, preparation of required lists of candidates for faculty and program printing. The committee coordinates other functions related to commencement including candidate and college marshal instruction, preparation and printing of the final plan, and handling of special guests. Final graduation checks, application for graduation, diploma orders, and mailings are handled by the Records Office and University Bookstore in coordination with the University Commencement Committee. The Commencement Committee also serves as advisory to the President on the recommendations for commencement speakers.

The Committee on University Citizenship (CUCIT) is a universitywide standing committee whose members are appointed by the University President. The Committee is charged with exploring issues and making policy recommendations related to the preservation and ongoing development of a vital, effective tradition of university citizenship at Cal Poly. A yearly report will be submitted to the University President by June 30 of each academic year, although interim reports and recommendations may also be developed for the President’s consideration prior to the year-end report, consistent with a plan of work to be developed by the Committee.

Established in response to the CSU AIDS Policy and Guidelines (AAES 88-27), the Cal Poly Coordinating Committee on AIDS and HIV Infection is advisory to the President, reporting via the Vice President for Student Affairs. The committee is charged with planning and coordinating a comprehensive educational program; developing and reviewing administrative procedures related to AIDS and HIV Infection; and monitoring and ensuring compliance with campus, system, state, and federal policies.

The mission of the committee is to discuss, monitor, and evaluate campus-specific issues relating to compliance" with California State University Executive Order 926 (http://www.calstate.edu/EO/EO-926.html) and can be expected to produce Americans with Disabilities Act (ADA) compliance-related reports to the Chancellor's Office as requested. Meetings shall be convened by the committee chair. The committee will meet at least once a year. Additional meetings may be scheduled if necessary.

Administrative direction and control of authorized master's degree programs will be through normal college and department line channels. Coordination of graduate programs among colleges and departments, and recommendation of campus guidelines for curricula and courses, for admission to graduate programs, and for awarding of graduate degrees will be accomplished by this committee.

The primary function of the reorganized Instructionally Related Activities Advisory Committee is to advise the President regarding the allocation of the Instructionally Related Activities Fee revenues. In addition, the Instructionally Related Activities Advisory Committee will insure that Instructionally Related Activities groups focus on learning outcomes, that program accountability and assessment is incorporated into the Instructionally Related Activities groups’ activities, that the Instructionally Related Activities groups’ activities are consistent with departmental and college/division priorities, and that the Instructionally Related Activities fee revenues be allocated in a manner that supports the University’s goals.

This committee is mandated under the University's Intellectual Property Policy. The committee is appointed by the President and reports to the Provost and Vice President for Academic Affairs. The function of the Committee is to review and monitor University activities on matters relating to the administration of this policy, to review proposed changes to the policy, and to participate in the future development of the policy. The Committee also administers a review process for the allocation of the University's net proceeds from intellectual property. When necessary, the Committee reviews invention disclosures and other information to evaluate the University's contribution to the development of particular intellectual properties.

The Landscape Advisory Committee is a subcommittee of the Campus Planning Committee. The committee is charged with the ongoing assessment of the landscape of the campus and in particular how the landscape treatment can serve an educational role while still recognizing such aspects as appearance, function, budget, maintenance, and safety. The committee will make recommendations for landscaping of new projects and replacement plantings. Recommendations may be concerning species to be planted but may also include landscape plans in concert with the Trustee-appointed professional. The committee is further charged to develop a master plan for campus landscaping formulated to ensure that in the years ahead the campus will continue to be of academic value and provide an aesthetic and functional environment. For operating effectiveness, the committee is advisory and reports to the Vice President of Administration and Finance.

The committee is appointed by the President reports to the Provost and Vice President for Academic Affairs. Functions: To discuss changes in subject matter preparation required by the state credentialing commission, or the chancellor’s office. To monitor how students fare in their California Subject Examinations for Teachers (now required for entrance into credential programs) and discuss areas of strength and weakness. To identify and support perceived needs of the Liberal Studies Department, and to serve as outside committee members on departmental personnel reviews as needed.

The committee is appointed by the President and reports to the Provost and Vice President for Academic Affairs or designee. The committee elects its own chair. Functions: To evaluate present procedures, policies, and guidelines used in registration and scheduling of classes and to recommend changes in existing procedures. To evaluate and recommend new concepts in registration and scheduling.

The Status of Women Committee shall address issues that concern women students, faculty, and staff on campus, including but not limited to: employment and educational equity and campus safety and climate. It will assist in the review of the University's Sexual Assault, Discrimination and Harassment Policies and Programs. The committee chair will meet annually with the Academic Deans' Council and with the Student Affairs directors to discuss issues related to the campus climate for women. Deans and Student Affairs supervisors will be expected to disseminate this information to department chairs, faculty, and staff.

The Student Campus Computing Committee (SC3) was established to provide students with a reliable means for advocating and identifying their needs and requirements with respect to the efficient use of information technology, both academically and in student life. SC3 is responsible for providing input from student users of information technologies to the Information Resources Management Policy and Planning Committee (IRMPPC) and to the Vice Provost/Chief Information Officer (VP/CIO) for Information Technology Services (ITS) and for communicating information about information technologies to their constituents. Recommendations will be studied by the VP/CIO who will determine the impact, benefits, costs and other factors involved in implementing the recommendation and forward that analysis to the IRMPPC for appropriate action.

Student Orientation Advising & Resources Committee is responsible for, but not limited to: Coordinating and implementing the Summer Advising Program Managing the budget for the Summer Advising Program Acting as an advisory group on issues related to advising across campus

Established in response to the CSU Action Plan for Substance Abuse (AAES 90-93; January, 1990), the Substance Use and Abuse Advisory Committee (SUAAC) is advisory to the President on campus substance use and abuse issues. The committee shall plan and coordinate a comprehensive educational program; develop and review administrative procedures related to alcohol and drug use and abuse; coordinate campus efforts to reduce substance use and abuse and its effects; monitor and ensure compliance with campus, system, state, and federal policies; and facilitate collaborative community partnerships.

The primary function of the Sustainability Advisory Committee is to review and recommend measures related to University sustainability policies and practices dealing with natural resource utilization, land use, and physical projects. The committee is advisory and reports to the vice president of Administration & Finance. The committee is to consider issues related to environmentally responsible planning, design, and construction, as articulated in the Campus Master Plan. In addition, it will provide advice on the continuing efforts to construct environmentally sustainable projects. In its advisory capacity, the committee needs to consider the goals of sustainable development, which are balancing environmental protection, programmatic needs, and financial viability.

To oversee the operations, functions, and membership of all campuswide standing committees which are appointed by the University President or a designee, and to recommend any needed changes therein. To review and recommend on the establishment of additional campuswide standing committees, or on the deletion or combination of existing campuswide standing committees. Upon request of the University President, to formulate recommendations on the establishment, functions, and membership of ad hoc campuswide special committees. The University Committee on Committees is advisory to the President.

The University Diversity Enhancement Council is advisory to the President on the general development and implementation of diversity enhancing policies, practices and initiatives as they affect employees and students. The Council shall develop and recommend comprehensive goals and objectives for the campus regarding diversity enhancing strategies; develop, recommend and review campus projects, policies, practices and initiatives related to diversity enhancing strategies and monitor and evaluate the progress and success of campus diversity enhancing initiatives.

The University Planning and Budget Advisory Committee is responsible for providing advice to the President on the relationship between long-range planning and budget development for the University and the implications for academic programs, enrollment, facilities, operating budget and other resources. The Committee considers and provides advice about broad University planning and budget principles, policies, premises and priorities, and about the effects of external developments on the University. The President sets the annual agenda for the University Planning and Budget Advisory Committee in consultation with the vice presidents, vice provosts, and deans. The agenda may include review of preliminary positions or draft proposals regarding planning and budget issues for which the President seeks constituent advice. The Committee coordinates with more focused planning committees, including the Information Resource Management Policy and Planning Committee (IRMPPC), Campus Planning Committee (physical planning), and the Cal Poly Plan Steering Committee.
